New Tenant/Landlord Laws Effective Oct. 1, 2025

  • Under Assembly Bill 2801: For tenancies beginning on or after July 1, 2025, landlords must take photographs of the unit immediately before or at the start of the tenancy.
  • Under Assembly Bill 2747: For leases entered into on or after April 1, 2025, landlords must offer tenants the option of having their on-time rent payment history reported to at least one nationwide consumer credit reporting agency.
  • Under Assembly Bill 2493: Effective January 1, 2025, this bill changes tenant screening fee rules — landlords cannot charge an applicant a screening fee unless an actual unit is available, must provide a copy of the credit report used within 7 days, and must accept a reusable screening report.
